Lallana has made just eight appearances in all competitions this season for the Reds.
Gerrard has already brought experienced duo Jermain Defoe and Steven Davis to Ibrox this month but the 30-year-old will not follow.
But the Rangers boss says he will not be signing Lallana or former Manchester United youngster Ravel Morrison.
