Both players are due in Glasgow this weekend to seal 18-month moves – Defoe on loan and Davis on a permanent deal.
And Rangers are also looking to get Jordan Jones and Glen Kamara tied up to pre-contract deals.
Both players are out of contract – with Kilmarnock and Dundee – in the summer and would arrive in time for next season.
